Governmental Relations Update 

2023-24 Enacted Budget

  • Fully funds statutory 8.22% COLA.
  • Reduces the block grant allocations made in the 2022 Budget Act as follows:
  • Learning Recovery Emergency Block Grant is reduced by $1.6 billion from $7.9 billion to $6.3 billion.
  • Arts, Music, and Instructional Materials Discretionary Block Grant is reduced by $200 million from $3.48 billion to $3.28 billion.

LCFF Equity Multiplier

  • $300 million distributed to districts with school sites that have a “non-stability rate” greater than 25% and have at least 70% socio-economically disadvantaged students.
  • Accountability;
  • LCAP action items are required for student subgroups in the red on the Dashboard.
  • Requiring an LEA who receives equity multiplier funds to provide focused goals.
  • Annual LCAP mid-year progress update – on or before February 28.

Transitional Kindergarten

  • Maintains a 1:10 adult to student ratio beginning in 2025-26.
  • Extends the 24 ECE unit requirements by two years, to August 1, 2025.
  • Allows LEAs to enroll children whose fourth birthday falls between June 2 and September 1.
  • Fiscal penalties if classroom requirements are not met.

They are on summer recess but will move quickly when they reconvene.

NOTABLE LEGISLATION

SB494 (Newman) - Superintendent Dismissals

  • Requires any board taking action to dismiss a superintendent or assistant superintendent without cause to do so at a regular public meeting, with at least 72-hours public notice. - sponsor
  • SB88 (Skinner) – Driver Requirements
  • Prior to amendments, would have imposed bus driver requirements on anyone driving students in regular vehicles (white vans), including coaches and teachers.neutral

SB765 (Portantino) - Staffing Solutions

  • Allows CalSTRS retirees to return to work in classroom or administrative positions, without risking their retirement benefits if they earn more than current compensation cap.  support
  • AB247 (Muratsuchi) - School Facility Bonds
  • Provides $14B to TK-14 school facilities needs to support current and future needs for safe, high quality facilities for students and staff. support
  • AB 1078 (Jackson)Maintaining Diverse Curriculum and Instructional Materials

o     Creates additional processes to ensure LEAs are providing students with diverse curriculum and instructional materials.  

State Board of Education

July Meeting Highlights

o     Chronic Absenteeism – CDE will explore modifying the granularity of information collected on chronic absenteeism.

Mathematics Framework – SBE approves the Math Framework.  ACSA is advocating that the CTC include the Framework into TPEs for new teachers.
